DESCRIPTION ICAO Compliant Electronic Passport Booklets

Republic of Moldova is undergoing the necessary transformations for effective European integration. The country is part of the Eastern Partnership and is currently negotiating an Association agreement with the European Union, which is very ambitious and will replace the existing Partnership and Cooperation Agreement. In summer 2010, the Government amended the law on passports and adopted an action plan based on which starting from January 2011 the Government is producing only biometric passports for abroad travel. The old passport (non-biometric) is not cancelled. The measure has the aim of gradual removal of old passports with biometric ones.  

Moldova assumed to issue only electronic passports with biometric data, starting with January 1st, 2011, which it is currently doing. The introduction of the electronic passport is meant to gradually phase-out the non-biometric passports, which will remain valid until their expiration date.

At the moment the Republic of Moldova is producing biometric passports by inserting the biometric devises into the book of the old passports. This technology is supposed to be changed starting from 2012, when the Government will be producing biometric passports consisting of new biometric books with pre-installed biometric information of the bearer.

The current biometric passport is based on the existing non-electronic booklet with an inlay sticker with embedded chip and antenna. This solution is temporary and needs to be replaced with a new booklet with integrated chip and antenna.

Based on the Visa Liberalization Action Plan, awarded by EU to the Government on January 24th 2011, a detailed action plan has been elaborated and approved by the Government with an aggressive agenda of reforms to be implemented.

According to the aforementioned Government’s Plan, the Ministry of Finance, assisted by the Ministry of Information Technology and Communications and the Ministry of Interior, shall organize the procurement of the new booklets, which need to be in full compliance with ICAO standards and recommendations.

The Moldovan Government is seeking qualified contractors, with proven track record of completion of similar projects, having previous experience, to express their interest in undertaking the works described below.

Expected Procurement Components

The Government plans to make the procurement of the following documents/booklets:

  1. Passport booklet with contactless integrated circuit for the Passport of the citizen of the Republic of Moldova (Type e-PA).
  2. Passport booklet with contactless integrated circuit for the Travel document of stateless person (Type e-PC).
  3. Passport booklet with contactless integrated circuit for the Travel document of refugees (Type e-PT).
  4. Passport booklet with contactless integrated circuit for the Travel document of humanitarian aid beneficiary (Type e-PH).
  5. Passport booklet with contactless integrated circuit for Diplomatic passport (Type e-PD).
  6. Passport booklet with contactless integrated circuit for Service passport (Type e-PS).

The total volume of Type e-PA booklet for procurement is expected to be 1-1.5 million to be delivered over 3 to 4 years. For the other types of booklets will be up to two thousand units for each type.

Submission of the Expression of Interest

The Moldovan Government hereby invites suppliers capable of providing the services in above category(s) & condition(s) to submit their expression of interest. In order to be considered as a potential supplier, interested entities should submit their Expression of Interest including the following information:

  1. Brief presentation of enterprise(s) including number of staff, turnover, years in business.
  2. Reference list demonstrating qualifications for participating in the possible upcoming bidding process. The referenced projects should be related to the same kind of products, namely, electronic passport booklets.
  3. A description of key security and other features of an electronic passport booklet fully compliant with ICAO recommendations.
  4. An opinion on the key issues related to the introduction of new electronic passport booklets and an outline of the approach proposed for contract implementation.
  5. Contact information (full name and address, country, telephone and fax numbers, e-mail address, website and contact person).

The Expression of Interest and accompanying documents clearly marked “Expression of Interest for the delivery of electronic passport booklet, Republic of Moldova” must be received by the Ministry of Finance on or before 17:00 hours local time on 20 May 2011 on the postal address below. The Expression of Interest and accompanying documents must be in English language. Please indicate Ref. No.: 17/1-09/396 on all submissions.

This request for Expression of Interest does not constitute a solicitation. The Government of Moldova reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Nothing in this EOI shall be taken to form a binding legal contract. The Government of Moldova also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued. The potential subsequent procurement will be governed by the rules and regulations of the Government of Moldova.

All expenses required for the preparation and submission of the response to this EOI and provision of any additional information shall be entirely incurred and borne by the applicant. This EOI does not entail any commitment on the part of the Government of Moldova and/or its institutions, financial or otherwise. The Government of Moldova reserves the right to accept or reject any or all EOI without incurring any obligation to inform the affected applicant(s) on the grounds/reasons.
