MEDIUM TERM EXPENDITURE FRAMEWORK (MTEF) IMPLEMENTATION IN THE REPUBLIC OF MOLDOVA: RESULTS OBTAINED WITH DFID ASSISTANCE

Chisinau – On Tuesday, October 28, starting with 10:00, the Conference hall of the „Tourist” hotel in Chisinau will host a round table on the „Implementation of MTEF in the Republic of Moldova: results and perspectives for development”. The event is organized by the Ministry of Finance in collaboration with the Project for Support to the Medium Term Expenditure Framework, funded by the Department for International Development (DFID) of the Government of the United Kingdom of Great Britain and Northern Ireland. During the round table, the Ministry of Finance will present the Medium Term Expenditure Framework for 2009-2011, as well as the results of the MTEF elaboration process in Moldova and its perspectives for development. The event will be attended by members of the Parliament, donors, employees of line ministries and mass media representatives.

The process of elaborating the MTEF in the Republic of Moldova is supported by DFID since 2002. The second stage of the DFID Project for Support to the Medium Term Expenditure Frameworkwill finalize at the end of October 2008. An important outcome of this Project is the MTEF establishment as primary tool in the budget planning process, which led to the consolidation of the link between the public policy planning process and that of budget elaboration in the context of the National Development Strategy (NDS) for 2008-2011. DFID provided assistance by means of a team of national consultants, supported by international short-term experts, in the following areas:

development of the MTEF process and calendar in conformity with the deadlines for draft budget submission;
evolution of the macro-fiscal forecast model and forecast capacity building in the Ministry of Finance;
assistance in the process of resource allocation and in the field of salary fund management, capital investment program planning and management;
inclusion of additional nine sectors (twelve in total) in the MTEF analysis;
introduction of a simplified MTEF elaboration process in ten raions;
consolidation of budget planning and monitoring functions in the Ministry of Finance;
diversification and quality improvement of information provided to the general public regarding the MTEF and budgetary process;
training and capacity building of Ministry of Finance and line ministries’ staff.
