Expressions of interest

The Government of the Republic of Moldova has received financing from the Government of the Netherlands toward the cost of the “Public Financial Management Project” (PFMP) and it intends to apply part of the proceeds for consultant services.

The Ministry of Finance (MoF) is looking for the candidates for the following position:

National Budget Coordinator (ref. N 1.10)

The main objective of this assignment is to assist the MoF in coordination of preparation activities with regard to the efficient launching of budget formulation process according to the new methodology and with the new Financial Management Information System (FMIS) support.

This objective is to be realized by consulting the MoF while it is assuming the functions related to budget formulation in accordance with new Budget Classification and “Unified Set of MTEF / Budget Preparation Instructions, Guidelines and Methodologies”, launch of Budget Preparation System (BPS) module of the FMIS, as well as providing guidance for budget department and elaboration, in cooperation with the team of the MoF, of training kits necessary for conduction of training activities.

Eligibility Criteria

1. University degree in such areas as economy/finance/ accounting
2. At least ten years of experience in the budgetary system
3. Familiarity with the new MoF procedures for budget formulation, including the new budget classification  is highly desirable
4. Experience in the design and introduction of improved systems and procedures within the public sector and in the design and delivery of related training
5. Good knowledge of the State / Russian languages (spoken and written). Knowledge of English language will be an advantage
6. Computer proficiency (Windows, MS Office, Internet Explorer)
7. Excellent communication skills, including interpersonal skills
8. Skills to edit and present reports and statements

The MoF now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must submit their Curriculum Vitae (CV) with information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

The assignment (full time) is expected to entail approximately 4 person months of efforts. The assignments should commence in September 2011, and be completed by December 2011. The Consultants will be initially hired for a period till the end of December, extendable to the year 2012, subject to consultant’s satisfactory performance.

The consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition, revised October 2006, revised May 2010).
